RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2014-00388
COUNSEL: NONE
HEARING DESIRED: NO
________________________________________________________________
APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be changed to reflect his Total Prior Active Service as
1 month and 22 days, instead of 10 months and 15 days.
________________________________________________________________
APPLICANT CONTENDS THAT:
His inactive time for weekend drills and summer camps were
mistakenly calculated as prior active service, however; he only
served on active duty for 1 month and 22 days while in the Army
National Guard (ANG).
The applicants complete submission, with attachments, is at
Exhibit A.
________________________________________________________________
STATEMENT OF FACTS:
According to the applicants NGB Form 22, Report of Separation
and Record of Service, on 28 Mar 79, he enlisted in the ANG. On
28 Nov 85, he was honorably discharged and credited with six
years and eight months of total service.
According to the applicants DD Form 214, on 29 Nov 85, he
enlisted in the Regular Air Force and on 1 Apr 06, he
voluntarily retired from active duty. He was credited with
20 years, 4 months, and 2 days of total active service.
According to the applicants DD Form 214 issued in conjunction
with his 1 Apr 06 retirement, Item 12d, Total Prior Active
Service, reflects 10 months and 15 days, the equivalent of the
315 days reflected on his Retirement Points History Statement,
dated 11 Oct 05.
________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSIPV recommends denial, indicating there is no error or
injustice. The applicant served 1 month and 22 days of prior
active duty as indicated on his DD Form 214, however; he also
served additional active duty while in the ANG as indicated on
his ANG Retirement Points History Statement. The total of
315 days under the Active Duty (AD) points column, is calculated
as 10 months and 15 days and is reflected as such in item 12d of
his DD Form 214. The 1 month and 22 days referred to by the
applicant, are included in the total 315 days. The inactive
service for weekend drills is indicated on the points history
under Inactive Duty Training (IDT). The applicant served a
total of 315 days in the ANG for a total of 10 months and
15 days.
The complete DPSIPV evaluation, with attachments, is at Exhibit
C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 14 Feb 14 for review and comment within 30 days.

(Exhibit D).
________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt the rationale expressed as the basis for our
conclusion the applicant has not been the victim of an error of
injustice. Therefore, in the absence of evidence to the
contrary, we find no basis to recommend granting the relief.
________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

However, the additional time was not credited to the applicants total active federal military service date (TAFMSD) while he was still serving on active duty as a Regular Air Force commissioned officer. Therefore, the time was not accounted for on his 30 Sep 2012, DD Form 214.
